Driver Services for Normal Residents
Normal does not have the county's full Driver Services facility.
Bloomington Driver Services is located at:
1510 W. Market Street Bloomington, IL 61701
It requires appointments for driver's license transactions and currently offers first-time issuance, vision screening, written testing, and road testing.
Driving in Normal as a New Driver
Illinois State University and Uptown Normal
The McLean County page already identifies Illinois State University as one of the county's primary pedestrian, bicycle, scooter, bus, and event-traffic generators.
Normal's city page should go much deeper because current street layouts around campus are actively changing.
School Street, College Avenue, and Mulberry Street Safety Project
The Town of Normal and Illinois State University extended the School Street safety pilot in January 2026.
School Street between College Avenue and Mulberry Street remains closed to through vehicle traffic while the Town and university evaluate pedestrian-safety changes. Southbound School Street traffic can only turn west, while northbound traffic can only turn east.
This is highly current and highly specific.
The original project was created because this is an extremely high-pedestrian campus area, with more than 16,000 daily crossings reported during the study.
A new driver should not rely on an older mental map of the campus.
West College Avenue Construction
A major West College Avenue construction stage began March 16, 2026.
Current traffic controls include:
Westbound traffic maintained from White Oak Road to Route 150/Rivian Motorway
Eastbound closure between Route 150 and the easternmost Rivian entrance
Additional eastbound closure from Merle Lane toward White Oak Road
Local access maintained in specified sections
The Town expects this traffic-control stage to continue through fall 2026.
This is one of the strongest current road-work topics in McLean County.
2026 Street Resurfacing
Normal's 2026 resurfacing schedule includes:
Eagle Road
West College Avenue
Willow Street
South Grove Street
Green Avenue
Randall Drive.
Because individual construction dates remain weather-dependent or listed as TBA, the page should avoid claiming all of these roads are simultaneously under construction.
Current August 2026 Road Impacts
The Town's current road notices also identify:
Virginia Avenue closure between Linden Street and Stephens Drive
Hershey Road lane reduction near Shepard Dog Park
South Adelaide Street closure for bridge repairs.
These are temporary and should be reviewed frequently if included on the live page.
Normal Community High School
Normal Community High School is located at:
3900 E. Raab Road Normal, IL 61761.
The school directions themselves identify travel from:
I-55
I-74
I-39
Veterans Parkway
Fort Jesse Road
Airport Road
Towanda-Barnes Road.
This gives the page a particularly strong school-and-highway connection.
First Day and School Traffic
For the 2026-27 school year, Normal Community High School's first day was August 20, with the regular school schedule shown as approximately 8:30 a.m. to 3:30 p.m. on the current calendar.
Those periods are useful for identifying when school traffic is likely to be concentrated around Raab Road.
