You must complete the course if you:
Are 18, 19, or 20.
Are applying for an Illinois driver's license for the first time.

Generally, you do not need it if you are under 18 and following the teen GDL process, 21 or older, already licensed, have completed qualifying driver education, or are transferring a valid out-of-state license.
Illinois Online Course Rules
